The Lucas County Board of Mental Retardation and Developmental
Disabilities provides programs, supports and services to enhance
the independence, community acceptance and physical, mental and
emotional well-being of individuals who have mental retardation
or developmental disabilities.
What is a Developmental Disability?
In Ohio, a developmental disability
is one that occurs before a person's 22nd birthday, causes the
person to experience limitations before age 22, and continues
for an indefinite period of time. Examples of conditions that
qualify as developmental disabilities may include but are not
limited to the following: traumatic head injury, muscular dystrophy,
sensory impairment, seizure disorders, orthopedic impairments,
cerebral palsy, and mental retardation.

Self-Determination
The Lucas County Board of MR/DD embraces the philosophy of
self-determination, an approach for planning individualized services
and supports. We will support eligible individuals and their
families in developing a vision for their future based on individual
strengths, interests and choices. We will also assist with identifying,
creating and funding the supports needed to pursue that vision.
Early Intervention Services
Early Intervention
means identifying problems or
what could become problems
early in a child's life so that the child grows and develops
in the best way possible. Early Intervention Services vary for
each family depending need. Services may be provided in a home-based
or center-based setting and may include service coordination,
parent education, parent support, and consultation in the areas
of language development, physical therapy, and occupational therapy.
Parents are regarded as full partners.
Children ages 0-2 are eligible with one developmental delay
or who are at established risk. A developmental delay means that
the child has not reached a developmental
milestone that other children of the same age can perform.
An established risk involves developmental problems related to
diagnosed medical disorders, or physical or mental conditions
known to result in developmental delay such as prematurity, low
birth weight, mother under age 18, drug or alcohol abuse by the
mother, lack of early prenatal care and
poverty.
School-Age Program
School-Age Services are provided in a variety of ways to students,
families and school districts. These services might include service
and support administration, school-to-work transition support,
Summer Options, and assistance to school districts with Medicaid
billing.
Adult Options
Individuals are eligible for adult options if they have a developmental
disability that results
in substantial
functional limitations in at least three of the following areas:
self-care, receptive and expressive language, learning, mobility,
self-direction, capacity for independent living, and economic
self-sufficiency.
Lott Industries
provides employment opportunities at one of its three production
facilities and in comunity settings. For almost 50 years, Lott
Industries has been proving that persons with disabilities can
be viable, productive members of the community's workforce. Employees
are paid in accordance with the amount of work actually produced
and receive fringe benefits such as paid holidays and paid vacation
time.
Through the Vocational Services Center individuals develop
specific work skills and explore opportunities for a successful
transition into competitive employment in the community. Assistance
includes job searches, skill training, and the necessary follow-up
support to maintain successful employment and career development.
Support Services
The Lucas County Board of Mental Retardation and Developmental
Disabilities supports a variety of services designed to maintain
the family unit and provide individuals with mental retardation
and developmental disabilities the opportunities to participate
in community life and achieve their full potentials. Such services
include Family Crisis Intervention; Supported Living; Supported
Housing; and Family Resource Services, which provides financial
assistance to families for respite care, adaptive equipment,
special diets, family education, and other necessities.
Service and Support Administration
The Department of Family and Community Supports houses the
services and
support administration delivering the following functions:
1. Establish eligibility
2. Assess individual needs for services
3. Develop a single service plan for each individual
4. Establish a budget for services based on assessed needs
5. Assist individuals in the selection of service providers
6. Ensure that services are effectively coordinated and provided
7. Monitor implementation of the individual plan
8. Incorporate the results of quality assurance reviews into
the individual plan to
enhance desired outcomes
9. Ensure that the person has representation and advocacy
Transportation
The
Lucas County Board of Mental Retardation and Developmental Disabilities
operates one of the largest bus fleets in Northwest Ohio. A fleet
of passenger vans provides transportation to and from home, program
facilities, and many recreational events.
Recreation/Leisure
The Lucas County Board of Mental Retardation and Developmental
Disabilities provides a broad array of recreational and athletic
activities including dinner-dances, field trips, bowling, basketball,
softball, and swimming. The Board is a sponsor of Special Olympics.
